Base 64 encoding and decoding

BASE64_ENCODE(string): returns base64 encoded string.
BASE64_DECODE(base64_string): returns decoded string. Ignores whitespace.
BASE64URL_ENCODE(string): returns base64 encoded string, replacing + and / with - and _.
BASE64URL_DECODE(base64url_string): returns base64 decoded string.
